December is generally a very quiet period in a lot of companies due to year-end holidays, and Microsoft is not an exception. There is no January 2025 release of the Power Platform Licensing Guide, I assume mostly because a lot of people took time off and not much happened in that month. Which is I’m comparing the December 2024 version of the Licensing Guide (published in early December) with the February 2025 version (published in early February).

Here are the changes between the December 2024 version and the February 2025 version of the Power Platform Licensing Guide , which focus purely on Copilot Studio:

Copilot Studio

In the December 2024 version, Microsoft changed the definition of Generative AI for Copilot Studio in Microsoft 365 Copilot from included to Limited. They now clarified this (page 8) slightly by appending the previous footnote Utilization of agents created using “classic orchestration” mode that consumes Classic Answers and Generative Answers for Teams, SharePoint and Microsoft 365 Copilot is included in the M365 Copilot user license at no additional charge. with Microsoft reserves the right to add limits in the future.
So basically it is still included, but there may be limits imposed in the future.

For the Billing Messages, a big new section clarifying the various Billing rates was newly added, replacing the old and short Consumption rates section:

Dataverse for Copilot Studio

Not really a change here, just a follow-up on the discrepancy in the December 2024 version, where Dataverse for Copilot Studio was NOT listed as included for Copilot Studio in Microsoft 365 Copilot on page 7, but was listed as included on page 21. This is still the case in the February 2025 guide.
