Here are the changes between the February 2025 version and the March 2025 version of the Power Platform Licensing Guide
Managed Environments
A nww section titled Managed Environments was added on page 30. It says:
Managed Environments is included with the following Power Platform standalone(1) licenses and pay-as you-go meters
- Power Apps and Power Automate standalone licenses
- Copilot Studio standalone license
- Power Apps per app pay-as-you-go meter(2) and Copilot Studio pay-as-you-go meter
- Copilot Studio for Microsoft 365 Copilot license (only for features related to Copilot Studio)
- Dynamics 365 Premium, Enterprise, and Team Members standalone licenses
Once enabled, all active usage in the environment will require one of these standalone licenses or pay-asyou-go meters. Please review Power Platform Managed Environments for details.
1 Standalone licenses refers to full Power Apps, Power Automate and Copilot Studio licenses and does not include the limited Power Apps and Power Automate use rights the come with select Dynamics 365 licenses.
2 The Power Apps per app pay-as-you-go meter satisfies the prerequisite that all active Power Apps usage in the environment requires standalone licenses or meters. However, this meter covers Power Apps usage only; any Power Automate flow usage must be covered by standalone Power Automate licenses.

This section was added to centralise any comments and clarifications regarding Managed Environments for any of the Power Platform products anywhere else in the document. For example, Summary of Power Pages on page 8 previously said:

Similar updates were done for Power Apps, Power Automate, and Copilot Studio as well in their respective Summary tables.
Licensing Requirements for External Users
This section received a definition update for External Users in October 2024, though it was implemented more as a clarification within the section by adding it with an asterisk explanation at the bottom of it. The clarification has now been moved to the top without any wording changes:

Under Applicable licensing includes, “Limited capabilities included with Dynamics 365, Office 365, or Windows licenses” has now been updated to “Limited capabilities included with Dynamics 365, Microsoft/Office 365, or Windows licenses (Seesummary of Power Apps, Power Automate, Copilot Studio and Power Pages tables in this guidefor details.)”. A minor change only.
Terminology
The Terminology section has received the following updates:

Dataverse for Copilot Studio
Still no change here – the discrepancy in the December 2024 and February 2024 versions, where Dataverse for Copilot Studio was NOT listed as included for Copilot Studio in Microsoft 365 Copilot on page 7, but was listed as included on page 21, still exists. I’ve sent an email to the Product Group about it.
