Well, it has been a while. The last blog post looking at Power Platform licensing is from April this year. Since then, all Copilot Studio related parts have been moved out of the Power Platform licensing guide into their own guide, making this one a bit simpler. With a bigger focus on Copilot Studio, there usually aren’t that many changes in this guide as well.
The changes between the October 2025 and the November 2025 release are quite straightforward:
First, as Microsoft announced the end of AI Builder credits, all references to them have now been removed from the November 2025 guide. There was a section with a few pages for AI Builder, including the AI Builder rate card, which now does no longer exist

Most other references to AI Builder credits have also been removed from the other sections, the only information remaining is how many credits are granted via the various other licenses

The second change is about the default tenant level Dataverse Database capacity, which has been increased from 10GB/5GB to 20GB/15GB for a few licenses.
