The October 2024 version of the Power Platform Licensing Guide was just released, and below are the changes compared to the September 2024 release.

The Change Log shows that not too much has changed (and yes, I also compared the 2 documents to confirm that there isn’t something else that was changed but isn’t listed – see more further below).
The first change is quite simple – any references to “Copilot for Microsoft 365” have been updated to “Microsoft 365 Copilot”.
The second change is the addition of the ChatGPT 4o capability plus an update to the ChatGPT 3.5 costs in the AI Builder rate card section:


ChatGPT 4o was added with a Service Credit Consumption Rate of 20 credits/1k tokens and 60 credits/1k tokens, and a $ Equivalent Price per Operation of $0.01 / 1k tokens and $0.03 / 1k tokens.
Why are there now two rates listed for each of the capabilities? I haven’t figured that out yet
Finally, the third change (which was not added to the Change Log) is a wording update in the “Licensing Requirements for External Users” section, specifically how External Users are defined. The wording is now more specific, but as for the actual implications of this I am completely unsure (feels more like a case for someone with legal/contract experience).
September 2024 * External Users are defined as users that are not employees, onsite contractors or onsite agents of Customer or its Affiliates. | October 2024 *External Users means users that are not (a) employees of Customer or its Affiliates, (b) contractors or agents that typically work for Customer or its Affiliates for more than 30 hours on average per week, or (c) contractors or agents that typically work onsite for Customer or its Affiliates on each working day. |
